Short answer: For most US B2B outbound teams, Google Workspace is the better default for cold email. It is easier to provision at scale, its DNS and authentication setup is faster, and Gmail-to-Gmail delivery is strong across the SMB prospects most SDRs target. Microsoft 365 wins when your prospects are enterprise Outlook users, since Microsoft-to-Microsoft mail tends to land better in Focused Inbox. Either way you are running many low-volume mailboxes, not one big sender, because both providers publish hard per-user caps.

Is Google Workspace or Microsoft 365 better for cold email?
Google Workspace is better for most outbound teams because provisioning, DNS setup and per-mailbox app passwords are simpler, and its published per-user limits are predictable. Microsoft 365 is better if you sell into enterprise, where recipients sit on Exchange Online and same-platform mail often clears Focused Inbox more reliably. Neither provider is designed for outbound at volume.
That last point is the one people skip. Both companies sell you a mailbox for human correspondence. Microsoft says so directly: its Exchange Online limits documentation states that "Exchange Online isn't suited to accommodate bulk-mailing scenarios" and points customers toward dedicated services for that use case. Google's limits page is less blunt but the effect is the same, since a Workspace user tops out at 2,000 messages and 3,000 external recipients in a rolling day.
So the real question is not which provider lets you blast more. It is which one gives you cheaper, cleaner, more manageable mailbox capacity across a lot of accounts, on domains you own. That decision belongs inside your wider cold email infrastructure plan alongside domains, DNS and warm-up.

What are the Google Workspace sending limits?
A standard Google Workspace account can send 2,000 messages per day, to a maximum of 3,000 external recipients per day and 2,000 unique external recipients per day. Messages sent through SMTP, POP or IMAP are capped at 100 recipients per message. Trial accounts are limited to 500 messages per day. Limits are rolling, not calendar-day.
Those are the numbers Google publishes on its Gmail sending limits page for Workspace. A few practical notes. The unique external recipient cap of 2,000 is the one that bites cold email teams first, because every prospect is a unique external address. Hitting a limit does not delete the account; sending is suspended and typically restored within 24 hours. And if you route through the SMTP relay service instead of user SMTP, Google documents a separate allowance of 10,000 recipients per day per user.

What are the Microsoft 365 sending limits?
Exchange Online enforces a recipient rate limit of 10,000 recipients per day per mailbox, a recipient limit per message that admins can set between 1 and 1,000, and a message rate limit of 30 messages per minute via SMTP client submission. On top of that sits a tenant-wide external recipient ceiling that scales with how many licenses you own.
The tenant limit is the part that surprises people. Microsoft calls it the Tenant External Recipient Rate Limit, or TERRL: the maximum number of external recipients your whole tenant can send to in a 24-hour sliding window, based on license count. Trial tenants are capped at 5,000 external recipients per day. Admins can see their own figure in the Exchange admin center under Reports, Mail flow. So buying ten mailboxes in one tenant does not multiply your external capacity the way buying ten Workspace users does.

Microsoft's documentation is explicit about intent: these recipient limits exist "to discourage the delivery of unsolicited bulk messages." That is worth reading carefully. Neither Google nor Microsoft bans cold email as a category. What their terms prohibit is unsolicited bulk mail, and what they enforce technically are the rate limits above. Targeted, relevant, one-to-one B2B outreach at low daily volume per mailbox is a different animal from a 5,000-address blast, and the limits are designed to make the second one impractical.
Can you send cold email from Outlook?
Yes. Exchange Online accepts authenticated SMTP client submission on smtp.office365.com port 587, so any sequencing tool can send through an Outlook mailbox. The friction is administrative: SMTP AUTH is disabled by default at the tenant level and must be enabled per mailbox, and modern auth or an app password is required.
Once that is done, Outlook mailboxes behave well. If your ICP is enterprise IT, finance or manufacturing, a large share of your prospects are on Exchange Online, and mail originating from another Microsoft tenant with clean authentication has a real edge in Focused Inbox placement. That advantage is not a myth, but it is not huge either. Authentication, domain age, content and reply rate still dominate. Which is cheaper for cold email?
At the entry tier they are effectively tied. Google Workspace Business Starter is $7 per user per month on an annual commitment, or $8.40 on the flexible monthly plan. Microsoft 365 Business Basic is $7 per user per month on an annual subscription. The cost difference between the two providers is noise. The cost of how many mailboxes you buy is not.

The genuine saving is not the license, it is the sending platform on top. Tools that charge per mailbox or per contact turn a 20-mailbox setup into four figures a month. Flat pricing does not. How many mailboxes do you need?
Work backwards from a safe per-mailbox rate rather than from provider caps. Most experienced teams hold each mailbox to roughly 20 to 50 cold sends per day after warm-up. At 30 per day, ten mailboxes gets you about 300 sends a day, or 6,000 a month across business days. That maths, not the 2,000-per-day ceiling, is what should size your account count.

Provider limits are precisely why serious outbound runs on many mailboxes with rotation rather than one heavy sender. It also creates an operational headache: once you are running twenty mailboxes across two providers, being able to read every inbox from one place stops being a nice-to-have and becomes the difference between catching a reply in an hour and catching it on Thursday.
Does one provider actually deliver better?
Same-platform delivery is the only consistent, observable edge. Mail from a Google-hosted domain to a Gmail or Workspace recipient tends to place slightly better, and the same holds for Microsoft to Microsoft. If you can see your prospect list's MX records, you can split it: Workspace mailboxes for Google-hosted prospects, Microsoft 365 mailboxes for Exchange-hosted ones. Teams doing serious volume do exactly this.
Everything else that matters is provider-agnostic. Correct SPF, DKIM and DMARC. Aged domains. Gradual ramp. Low bounce rates on a verified list. Genuine replies. A cold domain on either provider will land in spam in week one without a proper email warm-up period, and no amount of platform choice compensates for a bad list. Will Google or Microsoft suspend my account for cold email?
Not for cold email as such. Both providers prohibit unsolicited bulk mail in their terms and enforce the published rate limits automatically. Accounts get suspended for hitting limits, generating spam complaints or bouncing heavily. Low daily volume, verified lists and clean authentication keep you well inside the lines.
Can I use Google Workspace aliases instead of paying for extra users?
You can create aliases, but they share the parent user's sending limits and reputation, so they add no real capacity. For outbound you want separate licensed users, ideally on separate domains, each with its own quota and its own reputation history.
Do I need to enable SMTP AUTH on Microsoft 365?
Yes. Authenticated SMTP client submission is disabled by default on new tenants and has to be turned on per mailbox by an admin. Without it, connections to smtp.office365.com on port 587 fail regardless of correct credentials.
Can I mix both providers in one campaign?
